The Ukrainian Prime Minister Volodymyr Groysman has signed a motion to dismiss Finance Minister Oleksandr Danylyuk from his post. His dismissal now has to be supported by the parliament. This decision to oust Danylyuk was taken at a Cabinet meeting on June 6. Danylyuk’s dismissal occurred when tensions came to a head between himself and the PM, caused by Groysman’s refusal to appoint Danylyuk’s choice for deputy minister. In turn, Danylyuk accused the PM of favoring pro-Poroshenko candidates. Danylyuk had also written a letter to the ambassadors of G7 countries concerning the conflict within the Ukrainian government – a move Groysman regards as misconduct. “Unfortunately, Oleksandr Danylyuk did not adjust his line of behavior, even after discussing the situation with members of the governmental team. Therefore, I see no possibility for him to continue to be a part of it and I ask the members of parliament to support my request,” Groysman stated. Shortly after, Danylyuk left the Cabinet meeting and the government made a number of decisions relating to the Ministry of Finance in his absence. Get up to speed on Ukraine. Ukraine’s Minister of Finance, Oleksandr Danyliuk, believes that Ukraine is not yet even halfway through the planned reforms. Further, the people have only experienced difficulties, and have not yet enjoyed their fruits. Among the priority reforms, he noted reform of the tax service, land reform, privatization of state owned enterprises, the creation of a financial investigation service, and the reform of the state executive service. Return to the Eurobond market wasn’t easy, but Danyliuk is very pleased nonetheless. He was particularly pleased that the first offering was for a record 15-year placement. Ukraine managed to shift its debt repayment schedule, which would peak in 2019. (3 Apr 2019) The thriving campaign of comedian Volodymyr Zelenskiy to be Ukraine's president may seem improbable, but his campaign manager says the country has reached the point where it needs reforms from seemingly unlikely sources. Oleksandr Danylyuk spoke to The Associated Press on Wednesday, three days after the election first round in which Zelenskiy easily outpaced incumbent Petro Poroshenko. Zelenskiy and Poroshenko will face off in the final runoff on April 21. If Zelenskiy wins, many observers suggest that Danylyuk could become prime minister. Unlike his candidate who has no experience in government, Danylyuk has a high-level background, serving as finance minister under Poroshenko for two years before being dismissed in 2018 after complaining that reforms needed to combat corruption were being stalled. Ukraine's pervasive corruption is at the heart of Zelenskiy's appeal. He's famous for a television series in which he plays a man who became president after a video of him denouncing corruption went viral. "Now is the time for a new leader to form a new and strong team", said Danylyuk. Zelenskiy's first step if he comes to power will be resuscitation of the anti-corruption reforms and judicial reforms, Danylyuk said, including the launching of a long-awaited anti-corruption court. The war with Russia-backed separatists in eastern Ukraine, which has killed more than 13,000 over the past five years, cannot be stopped quickly, Danylyuk said. A bill establishing an anti-corruption court will be put to parliament in February, according to the country's justice minister. Stephen Carroll asks Ukraine's Finance Minister Oleksandr Danyliuk whether it will satisfy the IMF. Ukraine's finance minister says the establishment of an anti-corruption court was a "number one priority" for the International Monetary Fund. The IMF had recently criticised Kiev over an attempt by lawmakers to roll back on efforts to fight corruption. On Wednesday, the country's justice minister responded to international pressure by announcing a bill establishing an independent court would go to parliament in February. 'Missing link' Speaking to FRANCE 24's Business Editor Stephen Carroll, Ukrainian Finance Minister Oleksandr Danyliuk said the court was the missing link in the clampdown on graft. "Without a proper functioning anti-corruption court, there will never [be] well-functioning anti-corruption infrastructure. At the moment we have all the elements… what is missing is this link, the last element is the anti-corruption court," he said. The IMF agreed a $17.5 billion bailout with Kiev in 2015, but payment of the latest tranche has been held up as reforms to pensions and gas subsidies have been delayed. In spite of this, the finance minister said his government has a "pretty good relationship" with the Fund. 'Very ambitious' reforms "We are slightly behind… because the reforms in the programme are very ambitious", he told FRANCE 24. "I don’t know many countries in the world, if actually any country in the world, that managed to do as much as we did over the last three years." Ukraine's economy suffered a deep recession after a conflict with Russian-backed separatists sliced a fifth off its industrial output. The country returned to growth last year, and Danyliuk said the economy has moved away from trade with Russia towards greater exchanges with the European Union. "We’re exploring other markets, not just as a state, but individual companies too. 🤍 La ciudadela de bares, restaurantes y tiendas de souvenirs levantada alrededor del estadio olímpico de Kiev está fuera del alcance de muchos ucranianos. Los precios, sobre todo los de la cerveza, son europeos: - "Para un ucraniano", explicaba un chica, "pagar 6 grivnas (unos 60 céntimos de euro), por un botellín de agua es ridículo... Lo mejor es comprar todo en el supermercado, pero luego la seguridad no te deja entrar con agua o cerveza". - "Creo que es perfecto", replica un hincha sueco. "Ayuda mucho que haga buen tiempo. Hay buenos precios. Está muy bien". Hay quien teme que la hiperinflación que afecta a los aledaños del estadio se extienda al resto de la ciudad. Oleksandr Danylyuk, del centro ucraniano de asistencia a los negocios lo desmiente: - "Los precios no han cambiado en absoluto en los supermercados o restaurantes, pero en las zonas reservadas a las hinchadas y en el área del estadio, la cerveza es mucho más cara. Tienes que pagar 4 o 5 dólares en vez de los 50 céntimos habituales". En el resto de la ciudad, los propietarios de los restaurantes aseguran que no han cambiado sus precios. (22 Apr 2019) Political mandates don't get much more powerful than the one Ukrainian voters gave comedian Volodymyr Zelenskiy, who as president-elect faces daunting challenges along with an overwhelming directive to produce change. With nearly all ballots counted, Zelenskiy had 73% of the vote compared to incumbent President Petro Poroshenko's 24%. The first-time candidate, who stars in a TV sitcom about a high school teacher who becomes president almost by accident, appeared to have won in both the west and the east, a rarity in post-Soviet Ukraine. Zelenskiy campaigned on unifying Ukraine, which is torn by bitter debates over national identity and a bloody conflict with Russia-backed separatists. Zelenskiy's campaign adviser, Oleksandr Danylyuk, told The Associated Press on Monday the new leader's team will pursue wide range reforms to speed up European integration. "We have to show strong progress here otherwise we will not be considered trustworthy within the country and abroad," says Danylyuk. Dmytro Rozumkov, Head of Zelenskiy's election headquarters, said Zelenskiy's team will initiate a number of laws for the parliament to ensure democratic development of the country. Political analysts agree that Zelenskiy's style of governance might be a novelty but some say that a lack of experience and qualified staff will be his main challenges as he bids to fulfill all his election promises. Beaten Twice In Ukraine Russia’s Elite 1st Guards Tank Army Is Poised To

The Russian army apparently is repositioning heavy forces in advance of a widely-anticipated winter offensive in Luhansk Oblast in eastern Ukraine’s Donbas region. The forces include elements of the elite 1st Guards Tank Army, which has spent months in Belarus, recovering from its near-destruction by Ukrainian brigades during two previous, large-scale operations. A Luhansk offensive would be the 1st Guards Tank Army’s third chance to prove itself in Ukraine. Or, alternatively, a third chance for Ukrainian forces to wreck the formation.“Ukrainian intelligence relatedly noted that elements of the 2nd Motor Rifle Division of the 1st Guards Tank Army of the Western Military District have withdrawn from Belarus and partially deployed to Luhansk Oblast,” the Washington, D. C.-based Institute for the Study of War noted on Wednesday. The 1st Guard Tank Army oversees two front-line divisions—the 2nd Guards Motor Rifle Division and the 4th Guards Tank Division—plus a few separate brigades. Perhaps 25,000 or 30,000 troops, in all. With its hundreds of T-72, T-80 and T-90 tanks and BMP-2 and BMP-3 fighting vehicles, the Moscow-based army on paper is one of the most powerful ground-combat formations in the world. In reality, it has suffered from the same poor leadership and logistical shortfalls that have vexed all Russian forces in Ukraine. The 1st Guards Tank Army’s initial embarrassment came in the first few weeks of Russia’s wider war on Ukraine, as Russian troops rolled south from Belarus and southern Russia, aiming to capture Kyiv and bring the war to a swift end. The tank army met stiff resistance around Chernihiv, 60 miles north of Kyiv. The Ukrainian 1st Tank Brigade deployed its 100 T-64 tanks into the forests around Chernihiv and engaged the passing Russians at point-blank range. The Russians outnumbered the Ukrainians around Chernihiv. But the Ukrainians fought harder and smarter, analysts Mykhaylo Zabrodskyi, Jack Watling, Oleksandr Danylyuk and Nick Reynolds explained in a study for the Royal United Services Institute in London.“Better crew training combined with short-ranged engagements where their armament was competitive, and the faster autoloader on the T-64, allowed Ukrainian tank crews to achieve significant damage against surprised Russian units,” Zabrodskyi, Watling, Danylyuk and Reynolds wrote. For six weeks the Ukrainian brigade and its supporting territorials held out in Chernihiv. Critically, the Russian battalions rolling past Chernihiv never fully cut off the city. In late March, the Kremlin ordered its battered forces around Kyiv to retreat. That’s when the 1st Tank Brigade, still holding out in Chernihiv, counterattacked. By the time the Russian army retreated back to Belarus and southern Russia, the 1st Guards Tank Army’s 2nd Motor Rifle Division had suffered “major losses,” according to the U. K. Defense Ministry.
